Enable partners to manage Large Government Agencies (LGA)

Large Government Agencies (LGAs) in the US and Canada are eligible for discounted Adobe licenses through the VIP Marketplace. To qualify for the best pricing, agencies must purchase at least 100 licenses. Agencies may also combine individual memberships using Linked Memberships to meet the minimum threshold.

Discount levels are determined by the total number of licenses purchased:

Program rules and limitations

  • Only distributors enabled as LGA distributors for government customers can create and manage LGA customers.
  • Ineligible customers:
    • 3YC and HGO customers
    • VIP LGA customers with fewer than 100 licenses (unless they have Feature Restricted Licensing (FRL) offline offers). Contact your Adobe representative for details.
  • Eligible market segments:
    • Market Segment: Government
    • Market Subsegment: Federal or State
  • Linked Membership restrictions:
    • The LGA customer added must be from the same country as the Linked Membership.
  • Auto-renewal management:
    • Most LGA program products are also available to non-LGA customers.
    • Auto-renewal rules:
      • LGA customers: Auto-renewal is disabled by default.
      • Non-LGA customers: Auto-renewal is enabled by default.
    • On AppDirect:
      • After each subscription event (order or update) for an LGA customer, auto-renewal is automatically turned off, meaning an end-of-contract cancellation is automatically scheduled.
      • To retain auto-renewal, LGA customers must manually cancel the scheduled cancellation order.
  • Once enrolled in the LGA program, a customer cannot be removed. Resellers and distributors must confirm eligibility before enrollment.

Known open issues at Adobe

The following issues have been identified during the migration of Large Government Account (LGA) customers from Value Incentive Plan (VIP) to Value Incentive Plan for Managed Programs (VIPMP):

  • Linked Membership migration issues
    When migrating an LGA customer with Linked Membership from VIP to VIPMP:
    • Volume discount level is not applied. Reference: SALES0634682.
    • Auto-renewal updates are blocked for the associated subscription.
  • Seat addition and volume discount discrepancy
    For LGA customers with Linked Memberships, the volume discount level does not update correctly when additional seats are added to an existing product.
  • FRL product business rule conflicts
    There are potential outstanding issues related to the Flexible Resource Licensing (FRL) product's business rules associated with case SALES0634682.

Adobe sandbox limitations

  • Behavior during migration testing
    In the Adobe sandbox environment, the following limitation has been observed:
    • When transferring customers from VIP to VIPMP, LGA offer IDs are automatically populated, even though these products do not exist in the official Adobe price list.
    • As a result, validations are executed on dummy product entries, which may not reflect production behavior.
  • Impact on testing and validation
    • Adobe has stated that this auto-population behavior will not occur in production.
    • However, due to sandbox limitations:
      • Product-specific validation cannot be fully verified.
      • Scenarios involving FRL products cannot be tested, and any issues related to FRL must be investigated and addressed directly in the production environment.

Prerequisites

  • Set up Adobe integration, if not done already. Refer to Configure and sell Adobe products for more details. Contact your AppDirect technical representative for further assistance.

    📝 Note: Double-check all prerequisites and marketplace settings as specified in this section, even if previously configured.

  • Confirm the marketplace setting Delay cancellations to the next billing cycle is disabled by default on the Marketplace. Enabling it disrupts auto-renewal management.

  • This feature is not available by default, contact your AppDirect technical representative for activation.

  • Onboard the products:

    • Adobe provides distributors with access to price sheets.
    • Provide your organization’s eligible product list to your AppDirect representative.
    • AppDirect representatives collaborate with catalog operations to onboard products.
    • Onboarding duration varies based on product volume and complexity.
  • Create pricebooks for all applicable levels (06–09) and products. Refer to Set up price books for Adobe VIP for details.

  • Enable the Vendor Information section, if not done already. Refer to Manage company-level Adobe settings for details.

    Important: Do not migrate any customer before completing all the above steps.
