Enable partners to manage Large Government Agencies (LGA)
Large Government Agencies (LGAs) in the US and Canada are eligible for discounted Adobe licenses through the VIP Marketplace. To qualify for the best pricing, agencies must purchase at least 100 licenses. Agencies may also combine individual memberships using Linked Memberships to meet the minimum threshold.
Discount levels are determined by the total number of licenses purchased:

Program rules and limitations
- Only distributors enabled as LGA distributors for government customers can create and manage LGA customers.
- Ineligible customers:
- 3YC and HGO customers
- VIP LGA customers with fewer than 100 licenses (unless they have Feature Restricted Licensing (FRL) offline offers). Contact your Adobe representative for details.
- Eligible market segments:
- Market Segment: Government
- Market Subsegment: Federal or State
- Linked Membership restrictions:
- The LGA customer added must be from the same country as the Linked Membership.
- Upgrade process:
- Upgrade to LGA occurs automatically at renewal if all conditions are met.
- If conditions are not met, the subscription expires. The distributor must place the renewal order manually.
- Order restrictions:
Customers wishing to become LGA within the last 30 days of their contract cannot order Team offers or consumables. - Auto-renewal management:
- Most LGA program products are also available to non-LGA customers.
- Auto-renewal rules:
- LGA customers: Auto-renewal is disabled by default.
- Non-LGA customers: Auto-renewal is enabled by default.
- On AppDirect:
- After each subscription event (order or update) for an LGA customer, auto-renewal is automatically turned off, meaning an end-of-contract cancellation is automatically scheduled.
- To retain auto-renewal, LGA customers must manually cancel the scheduled cancellation order.
- Once enrolled in the LGA program, a customer cannot be removed. Resellers and distributors must confirm eligibility before enrollment.
Known open issues at Adobe
The following issues have been identified during the migration of Large Government Account (LGA) customers from Value Incentive Plan (VIP) to Value Incentive Plan for Managed Programs (VIPMP):
- When migrating an LGA customer with Linked Membership from VIP to VIPMP, auto-renewal updates are blocked for the associated subscription.
- FRL product business rule conflicts
There are potential outstanding issues related to the Flexible Resource Licensing (FRL) product's business rules associated with case SALES0634682.
Adobe sandbox limitations
- Behavior during migration testing
In the Adobe sandbox environment, the following limitation has been observed:- When transferring customers from VIP to VIPMP, LGA offer IDs are automatically populated, even though these products do not exist in the official Adobe price list.
- As a result, validations are executed on dummy product entries, which may not reflect production behavior.
- Impact on testing and validation
- Adobe has stated that this auto-population behavior will not occur in production.
- However, due to sandbox limitations:
- Product-specific validation cannot be fully verified.
- Scenarios involving FRL products cannot be tested, and any issues related to FRL must be investigated and addressed directly in the production environment.
- Migration of an LGA customer to a non-LGA distributor cannot be tested in the sandbox, as we only have one distributor enabled for LGA.
Prerequisites

📝 Note: Double-check all prerequisites and marketplace settings as specified in this section, even if previously configured.

Confirm the marketplace setting Delay cancellations to the next billing cycle is disabled by default on the Marketplace. Enabling it disrupts auto-renewal management.

Onboard the products:
- Adobe provides distributors with access to price sheets.
- Provide your organization’s eligible product list to your AppDirect representative.
- AppDirect representatives collaborate with catalog operations to onboard products.
- Onboarding duration varies based on product volume and complexity.

Create pricebooks for all applicable levels (06–09) and products. Refer to Set up price books for Adobe VIP for details.

Enable the Vendor Information section, if not done already. Refer to Manage company-level Adobe settings for details.
❗ Important: Do not migrate any customer before completing all the above steps.
Instructions
Migrate an LGA customer from VIP to VIPMP and into the platform
- Ensure that all prerequisites listed above are met, particularly onboarding the product and setting up the price books.
- Follow the general migration process. Refer to Transfer subscriptions from Adobe VIP Program to Adobe VIP Marketplace.
Create an LGA customer
To create an LGA customer on the platform, follow the steps below:
📝 Note: After a customer is enrolled in the LGA program, the enrollment is permanent and cannot be reversed. Resellers and distributors are responsible for verifying customer eligibility and obtaining confirmation prior to initiating enrollment in the program.
- Go to Manage > Marketplace > Dashboard > HOME | Companies.
The Companies page opens. - Click the {name} of the company for which you want to set the vendor settings.
The Company details page opens. - Select the Vendor Information tab.
- Select Adobe as the vendor from the Vendor drop-down.
- Create an Adobe company profile for the customer. Refer to Manage company-level Adobe settings for details.
- Select the following values in the Additional Information section to mark the customer as a LGA customer:
- Country = United States or Canada
- Market Segment = Government
- Market Subsegment = Federal or State
- Large Government Agency customer = Yes
- Click Save Details.
Convert an existing government customer to LGA
- An LGA-enabled distributor can convert an existing government customer to an LGA within the last 30 days of the customer's current term (Anniversary date – 30 days (AD-30)). Ensure that the following conditions are met to convert a GOV customer to an LGA:
- The customer should not hold any Team offer or consumables. If they do, schedule a subscription cancellation for them.
- The customer should not be part of any active Linked Memberships. If required, the customer can join an LGA-specific Linked Membership after the AD.
- The customer should not be applied for or committed to Three-Year Commits (3YC).
- The customer’s renewal quantity must be >100.
- If the customer meets all the above required criteria, update the Adobe company profile for the customer, following the steps in Manage company-level Adobe settings, and ensure that the following values are selected:
- Country = United States or Canada
- Market Segment = Government
- Market Subsegment = Federal or State
- Upgrade to Large Government Agency from the next term? = Yes
- Click Update Details.
Create a new Linked Membership for an LGA customer
Refer to Enable partners to handle Linked Memberships for details.
Add an LGA customer to an existing Linked Membership
An LGA-enabled distributor can add or enroll an LGA customer to an existing Linked Membership.
- Navigate to Manage > Marketplace > Dashboard > HOME | Companies. The Companies list page opens.
- Click the {name} of the company for which you want to initiate the Linked Membership. The Company details page opens.
- Click the Vendor Information tab and select Adobe from the Vendor drop-down list.
- In the Value Incentive Plan (VIP) Programs > Linked Membership section, click Apply for Linked Membership.
- Click See Linked Membership Groups and enter at least three characters of the Linked Membership Group that you want the customer to join in the search box.
- Click Enroll in Linked Membership.
