Improvements to spend limits

We’ve enhanced the handling of spend limits to ensure a consistent experience across both Checkout V1 and V2. These improvements apply specifically to scenarios involving:

• Metered usage charges
• Soft cancellation charges
• Proration

Limitation: Spend limit for scheduled renewals is not in scope for this release.

Feature enablement
